The software was available for Windows 98, Windows, Windows Me, Windows 2000, Windows XP, Windows 2003, Windows Vista, but the problem nowadays is that it isn't available anymore. There is no possible way to install it in your computer or to buy it since there is no website configured for this operation.
The application has been developed by Public Software Library India, but is no longer available on their official website. The only way to purchase it is to get in touch with their Sales Department.
